Sample Biography

John Archibald Mulhall CMG OBE
Ceylon Civil Service, Ceylon Mounted Rifles and Ceylon Planters' Rifle Corps.

Born on 19.7.1899. The son of the late Robert Mulhall of Southampton. Educated at University College, London (BSc). Married in 1936, Eleanor Beatrice Olive (the eldest daughter of the late Harry Arthur Webb). They had no children. He served in the Great War (1916-18), with the 8th City of London Regt. Entered Ceylon Civil Service 1921. Asst. Colonial Secretary,Ceylon 1928. Asst. Chief Secretary 1931; Act.Deputy Chief Secretary 1943; Secretary to C-in-C, Ceylon 1943; Secretary to Governor of Ceylon 1944; Secretary to Governor-General of Ceylon 1948.  He was the Chairman of the Public Service Commission, Ghana 1951. He retired in 1957. He reported on establishment of a Public Service Commission in Cyprus in March 1957. He was appointed an OBE (Civil) in 1947 and a CMG in 1953. He had served in the CMR and the CPRC. He died on 16.4.1971. Publication: The Public Service Commission in Overseas Territories, 1962.

CMG (Gilt. 1953-60 Spink manufactured); OBE Civil (Gilt); BWM and Victory (Pte., 8 London Regt); Defence Medal 1939-45; 1937 Coronation Medal (Cey:Gaz: 18.6.1937); 1953 Coronation Medal; EM [Ceylon] (GV type) and 1st clasp. (EM as 1053 Tpr. CMR, on 16.3.1934; 1st clasp as 4544 Rif. CPRC on 4.8.1939). These medals are in a private collection in USA
